The regulator grounds the field terminal to make the voltage go up as well. If grounding the field terminal makes the output go up, find out what about the rest of the circuit prevents this same thing from happening automatically. Does grounding the field terminal connection on the regulator do the same thing, which would indicate that the field wiring is OK? Is the new regulator actually good? With the tractor shut off, I would guess that you would measure a very low (<1 ohm) resistance between the field terminal and ground, which would indicate that the volage and current regulator relay contacts are good, and that the regulator is properly grounded. If the resistance is high, find out why. Under these conditions, both the current and the voltage regulator contacts should should be closed - check them with an ohm-meter to make sure that they measure closed. (check the ground with a meter as well). A new regulator sitting on a dealer shelf for many years could have oxidized contacts. If you find a poor relay contact, try cleaning it by sliding a business card through it a few times before getting out anything more aggressive. The contacts on most relays are plated with a very hard material, and you do not want to remove any more of this than absolutely necessary. Once the plating is removed, the base material underneath will pit very quickly in operation.
