Make sure the brake disks are near new as the brakes get less effective if the actuating balls are farther "up the ramp" unless you have the later brakes that have the shims between the housing and the cover. It sounds like you are putting new linings in.

If the actuating disks and balls are in good condition, all I do is coat the pockets and the balls with moly grease. Make sure the linings and mating surfaces (housing, actuating disks, and cover) are super clean. You then should have excellent brakes that hold and do not grab.
