Canadan drugs purchased by Provincal or national health groups that contract for quantity run and pay regardless of eventual use/sale? Government agency also immune from lawsuits for off drug/overage/ minor neglegience- no malpractice insurance to buy to raise cost? Canadian monopoly for medical service payment- can't have competition payer- take government price or don't sell in that market. possible reason not enough lawyer $? RN.
