It's supposed to break loose at a certain torque so you don't twist a drive shaft in two or split an accessory case (or cause other damage like broken gears and more importantly busted body parts like arms and legs). Some have a one shot device such as a shear pin which needs to be replaced if you exceed the rating, and others just go into a slip mode (which may sound like a ratchet wrench with all kinds of problems). Imagine you have a rototiller in operation and it chokes down a rock that it can't get rid of (big rock!). Instead of the tiller getting damaged or the drive shaft twisting in two and knocking you off the tractor, the "Weak" link gives... Personally, I'd put them in the "Good Thing" catagory. Over-running units go there too.
