Wierd problem with a 3406 E Cat engine

3406E Cat engine.The accelerator sticks.I have installed a new pedal so I know that isn't the problem.It only sticks when the engine is running.Never,ever when it is shut off.It feels like a magnatism is holding the pedal.Once the magnatism is overcome, it works fine,but it causes the truck to lurch each time. Cat says it is the tpi(throttle position indicater).At fifty bucks, I want to be sure that it is the cause.This is in a Ford Aeromax tractor.Any help is certainly appreciated.This thing is driving me nuts!
