Most tractors that use one hydraulic pump for all systems have a priority flow divider so the steering gets oil before anything else. It sounds like the orfice in the priority valve is restricted by somthing that has got into it. Check that the orfice in the valve spool is open and that the spool is not stuck. I had the exact thing happen to me this spring on a Hough 30 payloader. A bit of plastic trash had gotten into the valve orfice and caused very slow or no power steering.
