Ahhhh! That's what I would've thought he meant, but didn't read it that way. Now include the cylinders, and start looking for leaks, and bleeding those lines, in addition to a bad control valve that isn't closing fully, a filter not allowing flow of fluid to the motor, a bad motor (last place I'd look since is new, unless refurbed).

First place to look? Fluid level, but am pretty sure did that, right?
