new forum format is where??

Add me to the list of regular readers (don't know enough to contribute much, but sure have learned a lot by reading the posts)who cannot find the new format or the place to vote. I am using Windows98 and virtually everything else works for me. Could it require a newer OS??
Perhaps one of the more literate of you could post a picture of what you are seeing??
