Mark I belive the truck driver was a russian not a mexican, and besides that mud flap holder could have fell off anybodys truck. As bad and rough as those roads are in that part of the country. That was a tragic accident but blame dodge also they could have done a better job on shielding the gas tank. I've had parts fly off rigs I was driving in that area just look at the shoulders they are littered with parts from cars and trucks. And Ryan may have been a crook but the state ran like a fine oiled machine, now they don't know up from down.
