The valves can easily be closed.
Hydraulic pressure should be much better if it can be used (on half the number of pistons?) as higher forces can be applied and you don"t need the crank to move more than a few thou, before loosening the rest in a controlled to-and-fro action. It is usually the cylinders where the exhaust valves are open which are worst and these probably need to be driven down initially if possible (backwards), assuming most of the rust will be above the crown(s).
If it was stuck that bad I would remove the head anyway. Just my 2p worth.
