Another item to check before removing starter is to check the connections at the battery, at the solenoid, both the hot cable connection from the battery and the connection from the solenoid to the starter itself and the ground connection at the block. The connections can be tight but still not be making a good solid connection due to rust or corrosion. Check All connections carefully and thoroghly.
