If you are truely handicapped then you should be allowed one. However if you are not then they should not be allowed. My daughter was run over by one twice. That"s right twice. The f***ing non-handicapped healthy woman driving a cart with healthy teenagers hanging all off of it had to back over her after she hit her the first time. I guess she had to make sure she finished my daughter off.
