The owner's manual or website for your particular brand of rotary cutter will tell you exactly what the minimum hp and cat requirements are. Run too big a mower and you get to fry your pto clutch and if you get real lucky break a pto shaft. Also, some rotary cutters can be offset to handle the fence problem. Check the manual.
