Yes, it would. Making a tractor look better than new isn't fraud. Making a tractor into somthing it wasn't, and then misrepresenting the creation as being ORIGINAL and AUTHENTIC IS FRAUD. Especially if the serial number plate was originally blank, and an authentic serial number is engraved upon it, so that the tractor can be passed off as original, when the seller of the tractor had never had more than a collection of parts and never ownership of the authentic original tractor.
