We skive lots of belts in our plant, and use a tool that our belt supplier calls a "skive knife". It"s relatively cheap, and does a pretty goood job, but it might be slow if the belt is very wide. We just skive (remove) enough of the top (or bottom, in some cases) to recess the lacing for the belt.
Another little "trick" you may or may not know of, is to cut the belt from the end of the lacing to the edge of the belt at an angle (doesn"t really matter how much angle---30-45 degrees, typically) so that, as the belt runs, the lacing doesn"t have as much chance to catch if the belt gets off-center.
