If I were planning on keeping the tractor I'd sleeve/bore it. But this is your call. If it's just one deep scratch the worst that might happen is that that plug may oil foul once in a while and there may be some small compression loss.

Here's a trick I'll share with you. If you put it back in service as it is, add a can of "Restore". It really does work. It's not likley to heal a scratch that deep but it will fill it in some... maybe enough to solve the problem.
