You don't tell us what the other cylinders record with oiling. Looks like a problem with #1. Suggest checking valve clearances, doing a compessed air test on # 1 cylinder (and compare with others) to see where compression is leaking and go from there.
Regarding "#1 cylinder is always wet" , what do you mean? - plug oily, or misfiring? or what.
If you say it still leaks, I believe you. Without knowing the recent engine history, torque accuracy, or guessing what "low" actually means (with regard to head torque), can't be much help
