I'd say in addition to the feature of opening the throttle under load, the governor will also prevent overspeed of the engine. Overspeed could be very bad, but as long as you have flat ground (I think you mentioned) a load pushing the engine to increase speed condition probably couldn't be encountered. Your car/truck's engine is ungoverned (unless a medium duty) and the tractor should run just fine, too.
