Yes, that is the governor, and there is a shaft coming out the back, attached to the crooked looking arm, which in turn is connected to the hand throttle. There is an oil seal where the shaft comes out of the governor housing, not that hard to replace, but the gov. will need to be removed from the engine and taken apart in order to get to the seal. It's not rocket science or anything, pretty simple. You might want to get a complete set of manuals for the M, takes a lot of the guesswork out of repairs. Most of the Ms and Hs are using grease in the steering gears because the 90wt. just won't stay in there. If yours drives and steers OK, don't worry about it.
