Emissions controls of one type or another started appearing on vehicles after the '79 model year. Technically, if it's on the vehicle, it's SUPPOSED to be functional.
When I converted my '81 GMC from a 6cyl. to a 355, I removed everyhing relating to emission controls. Not saying this is the politically correct thing to do, just telling you what I did. I live in an area of Texas where exhaust testing isn't part of the annual inspection, so I got away with it.
As for the safety issue regarding the "outboard gas tanks", I didn't concern myself too much. I remember model years where the gas tank was in the cab, behind the seat, earlier versions where it was beneath the seat, and finally, if gas tank location is really a concern, you can get aftermarket tanks that will fit between the frame rails.
My advice for a first time vehicle buyer, more than initial purchase price, is get someone that you trust to give you an honest assessment of the vehicle, in other words, "don't let the stars get in your eyes". An older truck is a lot of fun, but can also quickly drain your wallet if you have engine problems, transmission problems, and so on. You also need to have some mechanical skills to do some of the work yourself....
