Yes, it came with a cat unless it was a 8,600 GVWR truck. Except possibly CA. Also has that nasty A.I.R. (air injector pump), at least the small blocks did. Almost everyone took them off when they started to squeal. If it's missing and your state has inspections, you fail.

I'd say you could do better for $400.
