farmall 400 - all help needed

to let u know im looking at a farmall 400 comming up in an auction and am wondering how high i can go for a "good deal". i found out from a mechanic friend that it doesnt run but can be fixed easily givin if nobody discovers the problem. also if it is obtained can anyone give me info on absolute restoring needs and tips. this will make one great ffa competition tractor for me.
