Or batt voltage low, weak battery or dirty cables/connections. Something in the ckt is getting the volts that the solenoid is trying to send to the starter. At a couple hundred amps starting current, doesn't take much crud or the battery could be too weak (internal resistance high). Either way you got your answers. Mark
