White diesel smoke

Need help with a IHC 460 diesel that smokes white most of the time. I have checked the injectors by cracking them and listening for the engine to miss and they all seem to be working. Drained the fuel filters and cleaned out the sediment bowl. Installed a new water temp gauge and it never gets very hot. Under 200 degrees. It seems to have gotten worse the last year or so. Its worse at idle than at top end but it still puts out whitish smoke. Any ideas? Thanks Gary
