I would not put much faith in an hour meter other than to keep track of when to change the oil.
One of the best condition tractors I bought was a model 50 from the original owner and he had installed an electric hour meter he also had some records of when it was overhauled.This tractor had at least 11,000 hours for he knew it had went around once. Good maintance and fixing things right when needed, not just patching is very important.
If you want to have good tractor and know what you got buy one with great sheetmetal then tear it apart and rebuild it right that way you know it's good.
