I would check with a tire company that does recapping. They may be able to grind and/or coat the inside of the tire to add a padded layer for the tube to rest against. You may want to ask about aircraft tubes too. They are heavier and may hold up better. They might also suggest an alternative for a fraction of the cost of new tires. Maybe something as simple as a rubber boot inside the tire would work since balance or road speed is not an issue. Good luck.
