You might want to talk with a judge. Get an injunction to prevent any further action, untill the "right course of action" is determined.
I went through an issue similar to yours, several years back, when a nieghbor wanted to put his septic tank lateral field in an easment adjoining my property. It took a few days to gather the proper authorities to stop him. A local court issued a stop work order untill that time.
It looks like you already have a border war on your hands. That won't be changed. What you can do, it to make certain you get what's rightfully yours. John
