Has the unit sat for a long time without running? The plungers inside the pump can gum up with old diesel fuel, and stick in the inward position, so they do not move outward to take on a charge of fuel. A little know-how and a $30.00 seal kit can get it going, or probably $300.00 to $800.00 at the pump shop.
