If, just after you change plugs, there is no black smoke out the exhaust, the plugs are a couple of heat ranges too cold or you have the wrong thermostat or worse yet are running without one. There is nothing wrong with the carburetor.

If you have black smoke, then yes, the carburetor is adjusted too rich or the float level is too high. It does not need to be rebuilt.
