Loader problem

I have a Ford 4400 industrial tractor with front loader and the loader will leak down and the bucket will leak down with the tractor running or not, I don't know if it is the cylinders or the valve or something else,How can I check to see where the problem is?
I just bought the ttactor and it has been doing this since I got it.
