I have seen this happen once before and don't know for sure why the gear stripped. Is the pump locked up? That gear that drives the pump gear is splined on to the camshaft. It is possible the spline is torn out of the pump drive gear. Otherwise, if the gear won't turn with the camshaft, there is probably a problem up front also, teeth busted out of the timing gear on the camshaft. The crankshaft gear is steel, I think, so it would be the cam gear busted. The other thing it could be is the camshaft is twisted off. Can you turn the pump drive gear with a bar or screwdriver?
Unfortunately, you will have to split the tractor to replace the drive gear.
You say the engine won't turn over? If the timing gears are broken or bound up, or the camshaft is broken, this could be the result.
