In Canada the Walkerton Water tragedy has employed an entire legion of new bureaucrats to spend your money and enjoy the feeling of power. The local family owned campground here got shut down even though the water tests fine from his private well every time. Now each of the 93 camp sites must have its own tested well or put the entire site on municipal water.
Needless to say that local employer and tourist spending boost to the local economy from Easter to Thanksgiving is now closed.
In the southern US the regulations are keep private parties from making bucks selling water instead of water being purchased/controlled by the gov't.
The rest of the country's government bureaucrats have seen the opportunity to build empires and have jumped on board.
