Mandatory in much of the US. Cannot get a building permit unless you agree in writing to meter your private well water usage. The document gives the county/state permission to enter your home 24/7 without notice and take a meter reading. Here it's used to ensure that you have a licesnsed contractor pump your holding tanks. They match up your well meter records with the contractor's pumping receipts. Obviously not all water from the well ends up in the holding tanks so they use a formula to determine who the big offenders are and make an example of them. All water wells are licensed by the state, have a GPS location, a mandatory well report (depth, soil type, casing, etc) and initial water quality test. These are public records.
