GAS TROUBLE

I have a massey fergson te20 that I bought A new carberator for when I try to start it the only way it will start is to hold my hand over the air intake an once it starts I take it off an it starts to die i can put it back on for about 2 sec an it runs again . I try to chock it by the chock an it is not enough to start it or keep it runing. COULD ANYONE TEEL ME WHAT COULD BE WORNG
