Applying rubber tread to steel wheels

Hello, gonna put rubber around a set of rear steel for a GP.Was wondering as to how to do it, any tricks for cutting old tire? Any other options to make er Blacktop worthy? It is gonna be a parade unit,no plowing no more for her. Thanks
