Ford 2n backfiring

My 2N is back firing and i dont know what the problem is. First gear has no power going up hill. The tractor shuts off sometimes for reasons I dont know. I cleaned the fuel bowl and fuel line to the carb. Makes no difference. I do have good gas flow after doing that. Any suggestions?
