There are no duties or other costs in regard to the importation of farm equipment from Canada. There is a small handling fee and all documents must be in order. Those that have had trouble did not have the proper documentation or it was incorrect. If this guy sells equipment which is shipped across the border as an ongoing business he will know what is required. All Canadian dealers do...
