stupid question on 820

What is the center pad ,above the steering wheel sposto have? Al I have is a hole . Looks like mabe a speedometor? or tack?
the only other gages I have are a oil pressure and amp. (amp doesn't work ).
weather getting warmer here in michigan , the redwing black birds are migrating.
