The water pump PULLS the coolest water from the bottom of the radiator, and forces it into engine block, and when the water at the top of the engine at the thermostat area reaches the set temperature of the thermostat, the thermostat opens and allows the HOT water to leave the engine through the upper radiator hose. Therefore, the lower hose and the water pump will be cooler than that top of the engine, and the top of the radiator, especially during cool weather, and under conditions of idling, or light load.
