First are you sure it is not heating up. Check engine temp with a gauge and radiator temp with a thermometer.
If the motor was over heating but radiator is cold I would start by checking for a blockage. Take the radiator cap off and see if water is circulating.
If it is NOT circulating even when warm you have a blockage of some type.
Water jackets in motor
Collapsed radiator hose on inside but looks fine on outside.
Radiator clogged.
Thermostat. remove a check on stove even though it is new.

Second is how hard are you running it and how hot or cold is it outside. This may be more the problem you have since you say radiator is cold and engine is normal. A diesel will heat up at idle or slow use with a thermostat installed and show it on the gauge but the radiator will never get warm. What happens is the engine heats up. The thermostat opens and lets in some COLD water then shuts right away. It does this to keep the engine at proper temp. Engine reheats and this repeats. Bottom line is the radiator never gets hot. A diesel is built with a extra large cooling system to handle all day grueling conditions and the radiator will cool the water much faster than a slow running engine can produce heat.

This is why you can burn up a new gas car trying to keep with a large truck in the desert.

Best bet is CHECK TEMP of engine with a good gauge installed in the water jacket of the block.
