Leader tractor and finish mower

I am trying to help my wife's uncle figure out how to get a finish mower to work on his Leader tractor. The problem is that the PTO spins at 1200 rpm with no way to slow it down and he wants to put a finish mower on it. We have tried a gear box reducer but did not want to drill holes in the tractor to mount it and it still would have spun 200rpm too fast. Does Woods or any other manufacturer make a 1000 rpm finish mower, one that could be spun at 1200 rpm? Can you buy different pulleys to install on a mower?
