Usually caused by dust in the housing,will be worse in damp weather conditions.Pull the brake apart and clean it out,check for oil contamination causing the dust to stick.Helps if you drill out the two vent holes in the housing to a larger size.I find that my coustomers who are hard on the brakes do not get this problem,those who give thier tractors only light or occasional use do.For a temporary 'fix' engage 3rd gear high ratio about 1200 rpm and apply the master(both pedals locked to-gether) firmly,about 3 to 5 seconds at a time to make the tractor grunt a bit,warm up the linings but don,t cook them.Check adjustment,about 2 inch of free play at the pedals,don't over adjust or they will come on on thier own when you go up the road in top gear.
