If you added oil to the cylinder and saw no increase in compression, you probably have a valve leaking. It could possibly be a cracked head gasket also. Since it sat for a long time, it could be that one valve is sticking and will free up after some running time. I doubt that you will find that problem (it was parked for a reason!). You should check to see if the valve lash (clearance) is too tight on that cylinder before you pull the head. I've fixed several compression problems by simply adjusting the valves. If that doesn't work, you will need to bite the bullet and do a valve job.
