3 pt. lift

I have a David Brown 990, about 1970, it will lift the impliment and let the impliment down but will not hold it in place. When the lift is in the up position the hydrolic system runs all the time as you can here it. When I first bought the tractor it would have a happy median and stay in one place. Now it is to where it has the implement either going up or down with no happy median. Any suggestions?
