I have taught in a public high school for 18 years and would offer a couple of thoughts.
1. The children that are left behind (no child left behind) mostly choose to be left behind.
2. Most teachers are forced to teach info that will be on the end of course test so that scores for their school will be good.
There are still good students but there seem to be more and more who are unable or unwilling to really put forth the effort to do well at anything. Just my 2 cents.
