I don't know what the laws are in PA, but about a year ago we had an issue with renting a tow dolly from PA to MN for a 82 Volvo, behind a 2001 Explorer. Here in MN, I tried to rent a dolly to tow a Ford 8N about 30 miles (after my dad passed away), the rental places said you can't tow a tractor. I suppose if you own the dolly, it might be different. I would be real cautious trying it. Those dollies are designed for cars. A tractor is going to whip alot more than a car, even at slow speed.
