About prepping rusty metal again

Thanks all for your input! I don't have a sandblaster which is why I don't want to sand blast. And the rust isn't bad, not flaky or anything just a surface rust. I was planning on wire brushing it then priming but was wondering if anyone had any tricks to keeping the rust from coming through. The old timer neighbor claims an old painter buddy of his said you can just mix up some vinegar and water and spray it down and that will kill the rust. Then prime and paint. After wire brushing of course. Again thanks for the inputs, Shane
