I would compare blade tip speed ( in feet per minute) with a mower that works well. then maybe you could increase the diameter of the pulley on the tractor. a three blade 48" has to turn quite fast because the blades are so short. A push mower with a 21" blade turning 3600 rpm would be 19,782 fpm! A 17" blade ( which is aproximatly what you have) would have to turn 4447 rpm for the same tip speed. I dont think you have to turn it this fast, but it gives you the idea.
