If your engine has the solenoid as part of the starter, it could be that the starter pinion is not fully extending into the flywheel gear. I've seen where dirt and dust gets on the starter shaft restricting movement of the pinion. If the battery isn't fully charged, there's not enough power to fully lift the gear through the dirt so the solenoid will reach the electric contacts and spin the starter. In such a case, I've removed the starter and cleaned the starter shaft, pinion, overrunning clutch and solenoid lever pivot. That works for a while but the real cause is the dust that occurs during mowing is blown into the starter area by the flywheel fins.
