Cubber, the check valve would be a backflow preventer to keep possibly contaminated water (your well if it was still connected to your house) from entering the community water supply which has been disinfected with chlorine to kill any bacteria which might have been present in the water. I have seen some meters with a plastic strainer in them to catch sand and small gravel. This could also be a possibility. I have seen these stopped up too. The swinging gate check valve won't meet requirements of the Health Department or the water supplier as a back flow preventer. Some areas require BFs. Some do not.
